Abstract

Integrity is the primary foundation for establishing clean, transparent governance free from corrupt practices. One of the sectors most vulnerable to irregularities is government procurement of goods and services (PBJ), a strategic process that absorbs a significant portion of the state budget and presents loopholes for bribery, gratuities, and collusion if not properly monitored. Unfortunately, the understanding among the younger generation, particularly high school students, regarding the principles of transparency, accountability, and the legal framework governing PBJ remains very limited. Based on preliminary observations at MAN 4 Kota Pekanbaru, the majority of students do not yet understand how the government plans and oversees the use of state funds through procurement mechanisms, nor do they realize that overseeing PBJ is part of their rights and civic responsibilities. This condition is compounded by the lack of anti-corruption education and procurement legal literacy within the secondary school curriculum, potentially fostering a generation that is permissive of corrupt practices in the future. In fact, as mandated by Presidential Regulation Number 16 of 2018 on Government Procurement of Goods and Services and its amendments, the principles of efficiency, transparency, accountability, and legal compliance serve as the core foundation of PBJ implementation. This community service activity was conducted at MAN 4 Kota Pekanbaru to foster students' understanding of the fundamental concepts of PBJ, the importance of transparency and accountability, the role of law in safeguarding the procurement process, and to instill an anti-corruption culture from an early age as a foundation for becoming citizens of integrity.
