Abstract

Child sexual abuse remains one of the most serious violations of children’s rights in Indonesia. The increasing number of cases involving child victims and child perpetrators has raised concerns regarding the effectiveness of child protection mechanisms and victim recovery systems. As a government institution responsible for child protection at the regional level, the Women’s Empowerment and Child Protection Agency (DP3A) of Riau Province plays a significant role in ensuring the recovery and rehabilitation of child victims of sexual abuse. This study aims to analyze the role of DP3A Riau Province in restoring child victims of sexual abuse committed by minors, identify the challenges encountered in implementing recovery programs, and evaluate the efforts undertaken to strengthen child protection services. This research employs an empirical legal method with a descriptive approach. Primary data were obtained through interviews with counselors and officials at DP3A Riau Province, while secondary data were collected from legislation, legal documents, academic journals, and relevant literature. The findings reveal that DP3A Riau Province has implemented various recovery measures, including psychological counseling, legal assistance, social rehabilitation, family support, and coordination with relevant stakeholders. However, several obstacles remain, including limited professional human resources, social stigma toward victims and perpetrators, insufficient public awareness, and limited post-rehabilitation monitoring. To overcome these challenges, DP3A has intensified community-based education programs, strengthened inter-agency cooperation, and improved integrated service mechanisms. The study concludes that the effectiveness of victim recovery depends not only on institutional performance but also on community participation, family involvement, and comprehensive legal protection. Strengthening institutional capacity and public awareness is essential to ensure the fulfillment of children’s rights and sustainable victim recovery.
